It’s pretty quiet, and you can add water in to make it blow cooler air which is very handy for those who don’t/can’t set up air conditioner. I think it’s a good substitute!

This is a cooler, very small and cute. Add a glass of water to make the wind it blows cooler. There is a handle, easy to carry anywhere. It can also be connected to an external mobile power supply belt to go outdoors.

My cars AC is onlg blowing hot air so I bought this for my car and it works fine for me. While it does not make the whole car cold but for the driver seat it works fine. Good spent money wise. Also it uses only 5 v power and is portable.
