They are clips. And they work.

I use these to hold together cattle panels for a mobile goat enclosure. Well see how they hold up over time, but theyve been fine for the first couple weeks. The goats love to climb/jump on the panels, so the clips have to hold up to quite a bit of force and are fully exposed to sun and rain.

I purchased these to hold down the dog kennel tarp instead of using the bungees. I believe it will eventually rust but Iʻll deal with it later by spraying WD-40 on it. These were also used to clip the metal bucket handle to the wired kennel I recently purchased for the dogs. One of the dogs thinks he is a circus clown. He was tossing his bucket in the air and making too much noise throughout the day. Therefore, these hooks came in handy. The bucket stays in place and it is always filled with water.
