Fluidmaster 703AP4 Specialty Toilet Fill Valve for Glacier Bay and Niagara Conservation Flapperless Toilets

I purchased this to replace the fill valve unit that came with my low flow toilet. The installation was not easy but took about half an hour. Unfortunately the flow seems to be restricted in some way so the toilet bowl seems to fill without flushing until the end of the flush cycle. This results in the toilet having to be cycled twice for each flush to get the contents of the bowl flushed down. I dont see any instructions anywhere about flow adjustment, nor do I see anything that looks like an adjustment screw, so I am assuming there is no adjustment that can be made. It does work, just not very well so I am pretty disappointed. I thought Fluidmaster was the brand to go with, but I think I may have chosen the wrong manufacturer based on the results.
