Took me a few attempts and a bit of trial and error, but it removed the password and allowed access to an older Dell Latitude computer. What finally worked for me - and what the otherwise clear instructions didnt mention fully - was to use the User Name of the password that was deleted during the process (leaving the password field blank) before attempting to sign in after a reboot. Once that was done I was able to sign in - and then reset the computer to its original factory settings.
